1, Someone said " go to live in an English-speaking country",but for most of us,it's impossible.Someone said "talking with those people who are native English speakers is the best way ",but we can't meet those people very often in our daily life.I think reciting some short English articles loudly every days (and keeping to do it) is the best way of practising spoken English,because it's simple, we can do it very often if we like.

2,For learning English,listening is as important as speaking,reading and writing.And for listening, listening to the news in english is a simple way we can easy to do.all we need is just a radio,and there are some news programs from morning to night on some frequencies that we can tune in,such as VOA,BBC etc.
I think that listening to the news in english is particularly helpful to me.
