就是这个句子“while the debate in the USA centers on whether assisted suicide should be legal at all, some European countries already have laws allowing it or are considering them.”这句话后半句完全可以理解，但是前半句是个时间状语从句，我就楞是找不到：此状语从句的谓语动词在什么地方？
“whether assisted suicide should be legal at all”是介词on的一个宾语从句，所以“should be ”不是整个状语从句的谓语动词，可是这样一分析，这个状从可就没有谓语动词了啊~~~~~~~难道还能这样的吗？
