我国房地产企业慈善状况分析与对策

本文分析我国房地产企业的慈善状况，提出提升我国房地产企业慈善水平的对策建议。包括提高企业家的社会责任意识，政府在政策机制上对企业形成激励与发挥社会各界对房地产企业慈善行为的影响作用三个方面。

慈善是一种责任，慈善行为是企业社会责任之一。企业社会责任一般分两个层次，最基本的企业社会责任是企业法律责任，包括遵守国家的各项法律，不违背商业道德。较高企业社会责任层次则是企业对社区、环境保护、社会公益事业的支持和捐助。
在我国，慈善事业本身就处于一种不理想境地，房地产企业慈善则更加不理想。在中华慈善总会发布的调查报告里面称，中国开发商对企业社会责任的意识和理念及参与活动的广度均存在较大不足，在调查的1000家企业中，只有不到一成企业有意愿长期进行社会责任实践和发展规划。
《福布斯》的中国富豪榜里，房地产是中国产生富豪最多的行业，连续几年排名前100位的富豪中，从事房地产开发的富豪高达50％以上，“内地富豪的捐赠却不到15%。”而全国资产总额超过千万美元的企业有过捐赠行为的比例不到1％。
在美国却不是这样，与我国刚刚蹒跚起步的慈善事业相比，美国的企业和个人每年通过各类基金会的慈善公益捐助达6700多亿美元，占美国GDP的9%。在美国，最富有的20%的美国人所捐赠的钱，占全部慈善款项的三分之二。在过去的四年里，仅比尔•盖茨夫妇就一共捐出了230亿美元，占其净资产的54%。另外，如洛克菲勒家族四代，连续捐款也超出了10亿美元。
对比之下，我国房地产企业慈善水平相差甚远，慈善水平较低。现就如何提高我国房地产企业的慈善水平提出如下的对策建议。
提高企业家社会责任意识，企业家必须充分认识企业与社会的关系,认识企业履行社会责任的重要意义, 增强社会责任使命感。慈善事业可扶助部份贫困人员，是社会和谐发展的要求。
在政策机制上对企业形成激励，首先，对慈善事业的捐款进行减税或免税。
并设立政府“企业社会责任奖”,定期开展“优秀企业公民”评选活动,表彰模范履行社会责任的企业,激励和引导企业履行社会责任。对踊跃捐助公益和慈善事业的企业予以政策优惠,逐步形成对企业社会责任的激励和保障制度。
发挥社会各界对房地产企业慈善行为的影响作用。多举行各种形式的慈善论坛，加大媒体宣传力度，抵制从不进行慈善行为的企业的产品。形成良好的推动房地产企业开展慈善事业的氛围。
