我国将在2007　年和2010　年分别实施国家第三、四阶段机动车排放标准。就每台发动机而言，每实施一个新阶段排放标准，其单机污染物排放量就会降低30％以上。

　　记者从此间举行的全国环保科技大会上获悉，到2010年，我国生产汽车的排放控制技术水平与国外先进水平差距有望由2000年的8年缩短到5年。




　　环保总局科技标准司相关负责人给我们算了一笔账，若按计划实施这两项标准，从2008年到2012年，仅道路车辆就将减少氧化氮排放量180万吨、碳氢化合物220万吨、一氧化碳1600万吨，将给社会带来重大的环境效益，并将进一步推动技术升级，缩短与国际先进水平的差距，增强国际竞争力，有利于相关产品出口。

　　“与国外先进水平相比，我国生产汽车的排放控制技术水平差距将由2000年的8年缩短到2010年的5年。”这位负责人说。

　　我国机动车行业近年来发展迅猛。最新数据显示，中国已成为世界第三大汽车生产国，年产量超过500万辆，保有量近3300万辆。

　　以颁布和实施机动车污染物排放标准为标志，我国的机动车污染防治工作始于20世纪80年代。1999年，国家环保总局制定了车用汽油有害物质控制标准和相当于欧洲1号和欧洲2号排放法规的国家第一、二阶段轻型汽车和重型车用压燃式发动机排气污染物排放标准，使我国的汽车污染物排放标准的控制水平向前推进了20年。
