我县是卫生八第二批项目县。自项目实施以来全县在农村卫生基础设施建设、基本卫生服务方面虽有所改善，但全县农民健康状况还处在一个较低的水平，特别是妇女、儿童、贫困人群等脆弱群体对医疗卫生服务的利用率很低，因病致贫、因病返贫的现象仍然存在，既影响了卫生八项目的顺利开展，又严重制约着农村劳动生产力的发展水平。

Our county is one of the second patch of project counties of the Eight Sanitary Counties Program in China. Since the implementation of the project there has an improvement in infrastructure construction and basic sanitary service in the county. However, the average health level of the county is still a poor one, demonstrated by a low utilization rate of medical and health service by the vulnerable group like women, children and the poor. And there are still poverty caused by illness and people who is poverty-stricken again for illness, which impede the smooth carry-out of the Eight Sanitary Counties Program in rural area and restrict sound labor and production force development in the countryside.
