个人理解是这样

以上不是强调句，强调句的关键是把it is..that去掉不影响句子意思，结构，语法原则(也就是主谓宾表状定补都不会有影响）
It was at four o'clock that I went out.
=At four o'clock I went out.
(区别于定语从句 It was four o'clock at which I went out.)
如果上句这么做的话

it是形式主语，真正的主语是that all children are legally

明显主语太长了，避免头重脚轻将主语从句后置

that all children are legally required to attend school into their teens is not simply to raise everyone's job prospects
