INTRODUCTION
The European Union (EU) has been following a policy
of developing and then integrating Vessel Traffic Services(VTS), for some years. In fact research into the subject can be traced back to 1983 and COST301. Currently two EU Directorate-Generals (DGVII – Transport and DGXIII – Telematics) are sponsoring research into waterborne transport, by means of the major projects,COMFORTABLE and POSEIDON, together with a number of smaller ones. The objectives of EU policy in this area include not only improved safety of marine navigation and protection of the environment,
but also the promotion of efficient waterborne transport,itself set in a multi-modal context, and the enhancement of European Industry. The commercial emphasis now being placed on VTS, although fairly well recognised in Europe, is not universally accepted. In some countries,the emphasis has been on the safety of navigation and the protection of the environment. However, there are signs that this is beginning to change.Along with the trend towards integration has come the realisation that the internationally recognised term VTS needed to be expanded. VTS is defined by IMO as:A service implemented by a Competent Authority,designed to improve safety and efficiency of vessel traffic and to protect the environment. The service should have the capability to interact with the traffic and
respond to traffic situations developing in the VTS
area. Hence the term Vessel Traffic Management and
Information Services (VTMIS) has been coined by the
EU. Its definition is based on that of another EU term,Vessel Traffic Management, which is: The set of efforts(measures, provisions, services and related functions)which, within a given area and under specified circumstances, circumstances,
intend to minimise risks for safety and the environment,whilst maximising the efficiency of waterborne and connecting modes of transport. Thus VTMIS is defined as: Services that intend to respond to public and private demand for facilitating Vessel Traffic Management.The significant shifts are from traffic to transport, the recognition of the multi-modal context of waterborne transport, and the much wider range of activities that are now embraced and thus require servicing.
