我觉得这句话没什么时态不一的问题啊，应该也是间接引语的一种吧，直接的话应该这么讲：It will be at least three more months( before )he can recover and return to work.
can本来就没有将来时（？），再说这又在before引导的时间状语从句中，就算是将来时也要用一般现在时代替。

He was told …… 是主句，用的是过去时，所以要把上面那句话的动词改成过去式。所以一点问题都没有啊~


至于你说“有种说法是before前后时态总是一致”，我觉得是不一定的。
主句是将来时，这句话成立，例子就是上面那句。如果是过去，before前后时态可以一致也可以不一致。比如：
He had finished his homework before his mother came back.
He finished his homework before his mother came back.
这里前半句话是否用过去完成时皆可，因为before已经可以体现时间先后了，当然用了也不算错。
