我觉得这句话没什么时态不一的问题啊,应该也是间接引语的一种吧,直接的话应该这么讲:It will be at least three more months( before )he can recover and return to work.
can本来就没有将来时(?),再说这又在before引导的时间状语从句中,就算是将来时也要用一般现在时代替。

He was told …… 是主句,用的是过去时,所以要把上面那句话的动词改成过去式。所以一点问题都没有啊~


至于你说“有种说法是before前后时态总是一致”,我觉得是不一定的。
主句是将来时,这句话成立,例子就是上面那句。如果是过去,before前后时态可以一致也可以不一致。比如:
He had finished his homework before his mother came back.
He finished his homework before his mother came back.
这里前半句话是否用过去完成时皆可,因为before已经可以体现时间先后了,当然用了也不算错。
