Of course you should select the universities to apply for admissions first. Ask the admission officers what are the entrance exam requirements.
Typically, you should take the GRE. However, some universities may accept the GMAT. However, GMAT is typically for MBA - in business management.
MS Economics typically do not have working experiences requirements. Typical MBA degree admission often do have 2 years working experience requirements.
