未必。there在句首做状语的完全倒装就没有be,看例句:
There stands the Oriental Pearl Tower by the river.
这句话里有be么?
there be只是一种形式,对这句句子还可以理解为there be的一种变形，而这里的stands替代了be的地位。
还有隔开的there be结构，
如there seem to/happen to/appear to be
there be certain/possible to be，注意后一个be才是there be结构中的be
there being/to be做非谓语
还有表被动义的there be done to be
最常见的当然包括楼上几位说的there be各种时态的变形。
