解答:
1. 我觉得这个talent放在这里显得多余，语感上没有这么用的。如果你是想表达管理人才，把staff去掉，直接用management（最好是managerial） talents表示即可.
2. 同意你的看法。即使不看前句，后面有个their，为了一致，主谓也该用复数。
3. 大意是：我们已经有很长时间未对我们的设施进行投资了，因此，有些办公场所需要装修。
