应该用is.因为虽然是两个主语，但是environment和atmosphere两个词都抽象的不可数名词。所以用单数。
题外话：为什么要用environment呢？其实用atmosphere就很好了。有氛围的意思。而环境（environment）用在这里似乎不合适，有点中式英语的感觉。
