解答:
1.no matter + 疑问词只能引导让步状语从句。如： No matter what you do, you must do it well. No matter who breaks the rule, he must be punished.
疑问词 + ever可引导名词性从句，在主从句中要充当一定的部分。如：
Whoever breaks the rule must be punished. You can choose whatever you like in the shop.
显然是选择最后一个，whoever knows the fact作为整个句子的主语，不能用no matter who
2.Compare只有２个固定用法：
１）Compared with，和。。。作比较。
２）Compared to, 比作。。。
同我们的小公寓比起来，Bill的别墅看起来象座宫殿。
3.Will come是唯一能选择的，因为和前半句时态一致，表示将来。
秘书不会告诉你她老板将何时回国。
4.我不能参加会议了，因为我将和家人度假。
Since，表示原因。其它选项没有这样意思
