有两道高考题，我感觉考点好像一样而且似乎有相似之处？

嗯……第一题选B，第二题选C。我感觉好像都在考宾从的某种和不定式搭配的结构，像是第一题也可以写成：主+谓（构成宾从的那些词）+特殊疑问词+to do（这里的do好像是expect），这样第二题就更不用说了。
当然这只是我的猜测，查了半天语法书也没找到准确的解释，所以希望哪位高手可以给我详讲下，谢谢

您的感觉是正确的。这两道高考题考的都是wh-词+不定式作宾语。wh-词+不定式最常用作动词宾语，它往往含有情态含义：should，相当与一个带 should 的宾语从句。如上句，可理解为I know what I should expect in my new job. ...the government knows what it(the government) should do with it(the land).
I can't decide which sweater to take!= I can't decide which sweater I should buy;
wh-词+不定式也可作介词宾语，或者作主语，表语，定语等
