户籍管理是我国行政管理的重要组成部分。是公安机关的一项主要职能，它直接关系到政治经济生活秩序和广大人民群众的切身利益。在当今的社会中流动人口的加剧，对人口的管理是一个很难的问题。户籍管理所具有的作用：一是通过公民身份登记(包括流动人口登记以及户籍的改革变动），从而证明身份，并确立民事权利和行为能力；二是可以为政府提高国民经济实力和社会发展规划，劳动力配置等提从基础数据和资料，三是在维护社会治安、打击犯罪方面起到巨大作用。

The domicile system is an important part of public administration in China. It is also one of the major functions of public security organs, which is directly related to political and economic order as well as vital interest of the people. With the rapid growth of floating population, the population management has become a knotty problem. Functions of the domicile system include: enabling identification of individuals and determining their civil rights and capacity through citizen identity registration (including registration of floating population and reformative changes of domicile); providing the government with essential data and information for national economy enhancement, social development planning and labor force allocation; playing a significant role in maintaining social order and fighting crimes.
