negative entitlement什么意思？

在2003年出版的“Law and Religion in Post-Communist Europe”书中，谈到“negative entitlement"时说：

"The constitution formulates this negative entitlement in such a manner that no individual is obligated to admit his or her religious or other beliefs." (第330页）。

这里，entitlement是宪法赋予的权利，“negative entitlement”指的是个人有权不承认其宗教或其他信仰。

但是如果你的原文中是之negative entitlement balance,那意思就大相径庭了。这里的negative就是负数，entitlement指的政府承诺、指定、或接收方应得的款项（或预算），balance是结余。不过不知道官方这个词怎么说。
