摘要：党的十六届三中全会明确提出了“以人为本，全面协调可持续的发展观”，把“以人为本”正式写进了党的文件。“以人为本”是科学发展观的本质和核心，是大学生思想政治教育的内在要求，也是我们党在思想政治工作上的一个重要创新。树立“以人为本”的大学生思想政治教育新理念，就要树立和强化“人是目的”，“人是主体”的教育理念。在大学生教育培养工作中坚持“以人为本”理念，就要坚持“三贴近”原则，注重发挥大学生思想政治工作的教育和服务的双重职能，充分体现教育管理与人文关怀相结合的新特点，从而赋予大学生思想政治工作实现人的全面发展，创造人的价值的时代意义。

Abstract:The Third Plenary Session of the 16th Central Committee of the Communist Party of China clearly put forward "Taking people as the foremost and seeking for an all-around coordination of perspective on sustainable development",and added "Taking people as the foremost"into the documents of the party."Taking people as the foremost"is the essence and core value of a scientific perspective on development,the innate demand of moral education among university students,and an important innovation of our party on moral education.To establish the new idea of "taking people as the foremost" in the moral education among university students is to establish and intensify the educational idea of "taking people as the purpose" and"taking people as the subject" .Sticking to "taking people as the foremost" in university students education is to stick to the principle of "three close-to", emphasize on the dual functions of university students moral education in both education and service,and fully reflect the combination of educational management and humanistic concern as a new feature.A new meaning is then endowed to the university students moral education,that is,to fulfill the comprehensive personal development and to create the personal value.
