摘要：
新农村建设是我国建设社会主义新农村的重大战略举措，搞好乡镇规划建设工作，对推进全面建设小康社会具有十分重要的意义。本文以眉山市仁寿县高家镇为例,探讨具有良好旅游资源的乡镇如何通过合理规划,依托旅游产业带动经济发展,形成以第一、第三产业为主导的生态产业发展模式,从而推进乡镇建设、生态保护及历史文化保护的协调发展。规划中提出“乡镇营销”理念，从土地利用，镇区规划，景区开发，采摘园规划等方面进行了设计，力求达到综合、和谐、长足发展。

Summary:
New countryside developing is significant strategic measure for building China’s a socialist new countryside. Doing a good job in planning and construction of countryside, which is much more significance to establish a well-off society all around the country.
I will take Gaojia town of Renshou county in Meishan province for example, discussing how to relay on the reasonable planning in a excellent travelling resource town and fall back on tourism industry to drive the economic development, formed the first and third industry as the major model of eco-industry development, promoting the coordinated development of building countryside, ecological protection and history and culture protection. They put forward the conception “Countryside Marketing” and design form land use, township programming, scenery development and picking garden programming and so on, striving to achieve a comprehensive, harmonious and long-term development.
