Here please allow me to show you some of my personal opinion about the famous sentence from Franklin Roosevelt:
Basically it's telling us that as human being we all have dreams and wishes, However if we don't have the believes and desires to spend our effort to make the dreams or the wishes come true, the dreams will always be sweet dreams, sweet dreams are nothing more than self or spiritual comforting, they have no meaning in the real world!
If you have good dreams or wishes, why don't you try to make them to be true. Once you know what you truly want, what you truly need, once you have a target, have a hope, you will have the desire and the power to make them happen! Don't doubt, disbelieve, or even afraid of this power, release the power inside of you, free your self with confidence, self believe, passion, emotion, you will make your dreams and wishes happen! To face and challenge the limit, to be free!
