Measures to increase the degree of collection of state receivables
the effectiveness of revenue administration will increase and cooperation with control, law protecting and law enforcement authorities will improve.
Fiscal buffers
the Council of Ministers might reduce by 7% the costs and transfers of the national budget with the exception of investment costs;
the Council of Ministers might allocate additional budget loans for capital costs by cutting current costs;
there are plans to limit the opportunity for reallocation of capital costs for maintenance.

Financial buffers
keep the coordination mechanisms at higher level created in the beginning of the global financial crisis between the Ministry of Finance and BNB for participation in the European crisis response mechanism, preparation and taking if necessary additional measures to guarantee high liquidity of the Bulgarian banking system;
provide capital support to banks, if necessary, in accordance with the European practices.
