解答:
首先两句都是被动句型,区别就在于report和hear这两词,而后者解释为听说时并没有被动形式,所以之前的is已经代表是design被动形式的be动词. 所以句子原型应该是it heard that they designed the plan so well… 而report本身就有被动形式,所以后面的动词被动时必须补还给它be动词,句子原型应该是it is reported that …
另外有被动时接to be 是固定用法.
