As the time they are growning,their teenager problems are shown.I think it's not teenager self's problem,but the sourse is from the reality they are knowning.Life is crule,which might be the reason lead them to drug.Problems in their lives,such as parents divorces,pressures from stud,failed in exam ect.It might also be human nature.sometimes they don't want to lose their faces,if you persuade them to drug,and you are happened to be a good friend of him or her,she has a big probability to accept it just for cover.However,things are often not so simple as they think.They often want to be the cooler one.Government should strenthen educations to kids about how to be theirselves and not to join those self-destroying games.
