2003年10月1日《婚姻登记条例》的颁布，将在此之前制定的强制婚检改为自愿婚检，随着这一条例的实施，接受婚前医学检查由“必须”改成了“自愿”，参检人数也因此大幅度减少、新生儿先天缺陷增多、离婚率上升。针对这一现象，本文重点阐述了婚检对提高人口素质和婚姻质量的重要作用，分析了取消强制婚检所带来的负面影响，并结合实际工作提出了提高婚检率的对策建议。

Regulation on Marriage Registration issued on October 1st, 2003 changes compulsive pre-marriage physical examination previously laid down to voluntary pre-marriage physical examination. With enforcement of this regulation, receiving pre-marriage medical examination is revised from compulsive to be voluntary. As a result, the number of persons participating in examination is largely reduced, the new-born babies with inborn defects are increasing and divorce rate rises. Focusing on this phenomenon, this article elaborates the important role marriage examination plays in improving population quality and marriage quality, analyzes the negative impacts brought by eliminating compulsive marriage examination, and by combining practical work, puts forward countermeasures and suggestions on raising marriage examination rate.
