我国城镇社区与乡村社区治理结构比较研究


摘要


由于目前我国实行的是城乡二元结构制度，城乡二元结构是传统农业与现代工业并存、农村社会与城市社会分割的一种经济社会形态。它是发展中国家所共有的现象，也是世界各国社会经济发展的必然历程。然而在我国，除了社会经济发展的客观规律使然外，更重要的原因是我国长期实施的重工业优先发展战略和城乡分割的刚性制度。由于以上两种因素的叠加，把我国城乡二元结构和城乡差距推向了极限,使其成为新时期社会结构变革、经济社会协调发展的制约瓶颈。城镇与乡村发展较不平衡，或者是分化，对两者的经济发展和文化的进步产生了巨大的影响，而建立在城乡二元结构上的城镇社区治理与乡村治理由于其存在的土壤条件不同，注定其在治理中的治理结构既存在相同又有其不同的特殊存在。

What because the present our country implements is the city and countryside dual structure system, the city and countryside dual structure is one kind of economic society shape which the traditional farming and modern industry coexisting, the rural community and the urban society divide. It is the phenomenon which the developing country altogether has, is also the various countries socio-economic development inevitable course. However in our country, makes to cause to so besides socio-economic development's objective law, a more important reason is the heavy industry which our country implements for a long time gives priority to strategic and the city and countryside division rigid system. As a result of above two kind of factor's superimposition, has pushed to our country city and countryside dual structure and the city and countryside disparity the limit, causes it to become the new time social structure to transform, the economic society coordinated development restriction bottleneck. The cities and the village development is not balanced, or is splits up, has had the huge influence to both's economic development and the cultural progress, but establishes in the city and countryside dual structure the cities community government and the village government, because its existence's soil condition is different, is doomed it both to exist same in the government management structure and has its different special existence.
