1.if 可以引导条件状语从句，而whether 不可以。
2。whether 可以引导所有的名词性从句，而且可以与 or (not) 连用；if 只能引导宾语从句，而且不可以与 or (not) 连用。
eg. If you can do it by yourself, your parents will let you go there alone.
They asked whether (if) we should need any help.
I don't know whether I should take his advice or not.
