by 表示时间，不迟于，到...时（为止），后面接某个时间点，意思相当于before;如果接一段时间。意思=by the end of...
如：
By tomorrow he'll be here.他明天就到这儿。=by the end of tomorrow.明天结束前，明天为止。
He had finished the work by ten o'clock this morning.
到今天上午十点钟, 他已完成了这项工作。
=before,10点钟前。

你的这句话，用by /after/ before语法上都对，没有上下文，自然不好判断时间状语。春天是个时间段，如果用by spring,就相当于by the end of spring(春天结束前为止). 依常理，春天是个美好的季节，自然所希望的就是“春天到来前（before）”好起来更恰当。而不是“春天结束之前（by）”好起来或者“春天过后(after)”好起来。
