新世纪的天津把前十年的奋斗目标和主要措施形象地描述为“三步走战略”和“五大战略措施”。从1999年国家确定天津要努力建设成为我国“北方重要经济中心”到现在宣布要建设成为“北方经济中心”，天津城市地位的提升，虽然只有两个字的差别，但可以看出，天津正在为中国的经济发展发挥着越来越大的作用。

滨海新区成立于1994年，位于天津东部的滨海地区，处于京津冀和环渤海城市带交汇点上。规划面积2270平方公里，海岸线153公里。滨海新区的开发建设得到了党中央、国务院的关怀和支持，邓小平、江泽民、胡锦涛、温家宝等中央领导都曾到这里视察并指导工作。
2006年5月，国务院颁布了《国务院推进滨海新区开发开放有关问题的意见》，《意见》还把滨海新区的功能定位概括为，依托京津冀、服务环渤海、辐射“三北”、面向“东北亚”，努力建设成为我国北方对外开放的门户，目前，世界500强中已有70多家跨国公司在新区投资了152家企业，有人打比方说，如果南海有艘“经济航母”叫“深圳号”，东海有艘“经济航母”叫“浦东号”，渤海的“经济航母”就是“滨海号”。

New BinHai district, established in year 1994, lies in the BingHai region at the eastern TianJin. It is also located at the very intersection of Beijin,TianJin,HeiBei, as well as PoHai surrounded city zone.

The development and construction of New BinHai district has received the meticulous care and complete support from central government and State Council. On May 2006, State Council published one document called ‘Opinions of the State Council of the People’s Republic of China, on Relevant Issues of Accelerating the Development and Opening up of the New BinHai District in TianJin’. Currently more than 70 Multinational enterprises (MNE) among 500 top companies in the world invested 152 companies in this new district.
Drawing upon an analogy, we can assume that one economy aircraft carrier called ‘ShenZhen’in South China Sea and another economy aircraft carrier named ‘PuDong’in East China Sea, there also exists another economy aircraft carrier ,whose name is no other than ‘BinHai’located in PoHai,TianJin.
