中国改革开放取得的巨大成就很多是以牺牲环境为代价取得的，98年的特大洪水已经警示了这种发展可能导致的恶果，但没有引起人们足够的重视。近两年来接连发生的污染事件，例如松花江水污染事件、太湖蓝藻的爆发等再度将这个问题引入了人们的视野。经济发展与环境污染之间的紧张矛盾一触即发，不能不高度重视。
「可持续发展」的概念，最先是在一九七二年在斯德哥尔摩举行的联合国人类环境研讨会上正式讨论。最广泛被采用的定义是，可持续发展指发展既要满足当代人的需求，又不对后代人满足其需求的能力构成危害。它是一个密不可分的系统，既要达到发展经济的目的，又要保护好人类赖以生存的大气、淡水、海洋、土地和森林等自然资源和环境，使子孙后代能够永续发展和安居乐业。可持续发展的核心是发展，但要求在严格控制人口、提高人口素质和保护环境、资源永续利用的前提下进行经济和社会的发展。
中国近年来GDP高速增长，发展速度很快，但对环境的破坏也极为严重。政府虽然早就提出了“可持续发展”的概念，但却一直没有得到很好的落实。近年来提出的“绿色GDP”概念也是可持续发展的一种政策表达。如有的官员所说，在地方开发建设的过程中，我们不仅要金山银山，更要绿水青山。
我们必须明确，地球是子孙万代共有的，是唯一的，只有以可持续发展的眼光来规划国家的未来才是正确和负责任的理性态度。

Many of China’s great achievements in its course of open and reform are at the cost of our environment. The unusually severe flooding of 1998 was an ominous warning against such development. Unfortunately, it did not generate enough attention. The numerous pollution incidences in the past two years, such as the chemical spill into Songhua River and the toxic cyanobacteria outbreak in Lake Tai, have brought the issue back to the public arena. The conflict between economical development and environmental protection is reaching its flashing point today. We cannot afford to ignore it any longer.

The concept of “sustainable development” was brought forth first in the United Nations Conference on the Human Environment at Stockholm in 1972. The widely accepted definition is that not only a sustainable development should meet the need of the current generation; it must also not harm the abilities of the future generations to meet their needs. It is a closely intertwined system. When achieving the goal of economical development, natural environment and resources such as air, water, ocean, forest, etc., which are essential to human survival, must be protected. This ensures that our children and grandchildren can sustain the development and prosperity. Sustainable development centers on development. However, it is the economic and social development built on population control, population quality improvement, environmental protection, and sustainable natural resource utilization.

In recent years China sees phenomenal GDP growth and rapid development. However the damage to its environment is also severe. Although “sustainable development” has been promoted by the Government, it has not been effectively implemented. The recently coined “green GDP” is another policy statement of sustainable development. As some officials put it, in the course of development, we not only desire mountains of gold and silver, but also desire waters that are clean and mountains full of life.

It should be clearly understood that Planet Earth is shared by many generations of human being, and is the only living place we will ever have. The only correct and responsible approach towards future planning of our country is sustainable development.
