要提高老年人的生活水平和生活质量，就应充分重视其特殊的文化需求，积极倡导科学文明健康的生活方式，开展多种适合老年人特点的文化、教育、体育健身活动。南通市及各县（市）开办的老年大学、老年活动中心、老年舞蹈队、合唱队、书法诗词摄影协会等都是很好的形式。但是现有老年文化场地和设施仍很落后，社区老年文化活动缺少经费支撑，发展不平衡。因此，应采取积极措施、重点抓好老年文化设施建设，组织建设，队伍建设和网络建设。各级政府要根据经济和社会发展需要，不断增加投入，并鼓励、引导社会力量积极参与老年文化事业建设。新建和改造的城镇公共设施、居民区和住宅，应考虑建立相应的配套措施（老年活动场所等）。

无论是身体状况还是心理年龄，无论是智力水平还是文化素质，现在的老年人和过去的老年人明显不同。随着科技和教育的发展、人平均寿命的延长，老年人不仅有参与社会活动的需求，而且有参与社会活动的权利和能力。要积极组织老年人特别是有技术和专长的老年人积极参与社会发展，使蕴藏的老年人才库变为社会发展的重要资源。特别要鼓励发挥老年知识分子的作用，他们是科教兴国中一支不可忽视的力量。

自从《老年人权益保障法》及《老年法》颁布实施以来，南通市把宣传贯彻《老年法》 等法律法规、维护老年人合法权益等工作作为老龄工作的重点之一，推动了老龄事业的发展。但是，在某些地区、某些方面，老年维权工作还不够理想，老年人合法权益受到侵害的情况时有发生。在维权工作相对滞后的地区，侵权发案率仍较高。因此需要进一步加大《老年法》等法律法规的宣传力度，切实做好维护老年人合法权益工作。一方面要选择敬老、养老、助老和老年维权工作好的典型，大力进行表彰，并总结推广，在全社会形成自觉维护老年合法权益的良好氛围。另一方面要依法处理和打击侵犯老年合法权益的不法行为，形成强大的社会舆论压力，发挥法律的震摄作用和舆论的影响作用。
