【摘要】本文认为 目前我国的社会保障制度的到了很好的发展，取得了令人鼓舞的成绩。但在城乡分别的二元经济结构体制下，我国的社会保障制度主要倾向于城镇居民，使得农村社会保障体系一直游离于社会保障体系之外，使得在农村社会保障的“调节器”和“稳定器”的作用微乎其微，在某种程度上我国农村社会保障体系的构建是一片空白。本文根据我国农村社会保障的现状分析当前加快建立和健全农村社会保障建设的必要性和迫切性，并且就如何建立和完善农村社会保障体系提出自己的观点。

Abstract:The social security system of China is now well-developed and has made encouraging progress.However,under a binary economical structure that strictly distinguish the urban and rural part,the social security system tends to benefit the urban residents only,leaving the rural social security system always unconcerned.The supposed function of rural social security system as the "regulator " and "stabilizer" can be described as minimal,or completely absent to some extent.This paper is an analysis on the necessity and urgency of establishment and completion of rural social security system based on the study of its current situation.Some suggestions are also given on the establishment and completion of rural social security system.
