似乎‘海外’英文说overseas或abroad都可以，但这两个字用法有分别：overseas可以作形容词 (adjective) 和副词 (adverb)，abroad则只可作副词。‘海外办事处’只能够译做an overseas office，不得说an abroad office；‘在海外工作’则译做to work overseas或to work abroad都可以。我才疏学浅，只知道这么多。此外，好像网上谈过这个问题。
