第一题，应该是Can he? 你是对的。hardly - 否定，所以后面不应该用否定来问。这个一般是相反的。

第二题，应该是 C 你是对的。但 is 前面要加 he/she.
用 Could 有时是因为客气或假设。不是 can 的过去式。
