我认为两个答案都对 ,原因是:
1.如果选b,He did not pass the exam, because he did not study as hard as he used to (study hard).他不象过去那样(常常)努力学习.说得通.
2.如果选b,He did not pass the exam, because he did not study as hard as he had (studied).,强调他过去努力学习在之前.而不是像其他人说的是省略了had to.
